Kerala Women's Security Scheme Faces Fiscal Scrutiny
The Kerala Assembly witnessed intense debates as Chief Minister V D Satheesan insisted on a detailed scrutiny of the previous LDF government's Women's Security Scheme before continuing it. The government emphasized fiscal responsibility and due process, refusing to be pressured into funding a Rs 1,770 crore program clouded by allegations of rushed, politically motivated beneficiary selection.
Why is the Kerala government scrutinizing the Women's Security Scheme?
A C Moideen of the CPI-M moved an adjournment motion, accusing the current UDF government of attempting to dismantle a welfare scheme introduced by the previous administration for nearly 16 lakh poor women. Moideen argued that the initiative recognized domestic work and provided essential social security, claiming beneficiary selection followed proper norms through local self-government institutions.
Chief Minister Satheesan firmly rejected these accusations, clarifying that the government has not decided to scrap the scheme but must prioritize fiscal discipline. He pointed out that the previous LDF government launched the program just before the Assembly elections without adequate preparations or procedural safeguards.
The programme was launched without proper scrutiny. There are widespread complaints regarding the selection of beneficiaries. Unless these complaints are examined in detail, we cannot decide whether the scheme should continue.
Political committees versus proper institutional process
A core principle of responsible governance is ensuring that public funds are distributed through official channels, not partisan networks. CM Satheesan alleged that beneficiary lists for the scheme were prepared by CPI(M) area and local committees rather than any duly constituted government committee. Furthermore, he accused the previous administration of shifting massive financial liabilities, including 16 months of welfare pension arrears and Pay Revision Commission costs, onto the succeeding government. A responsible administration must clear the mess left by populist predecessors before committing further taxpayer funds.

Defending his government's commitment to women's welfare, Satheesan highlighted the implementation of actual poll promises, such as free KSRTC travel for women under the Priyadarshini scheme and enhanced remuneration for ASHA workers and Anganwadi teachers. He drew a clear line between tangible welfare and last-minute election stunts.

What did the Opposition say about the scheme scrutiny?
Opposition Leader Pinarayi Vijayan rejected the Chief Minister's allegations, terming the government's stance extremely unfortunate. He claimed the previous government ensured transparency, with applications processed through the K-SMART portal and approved by local self-government institutions. Vijayan noted that around five lakh applications are awaiting clearance, urging the government not to show ego or vengeance towards poor women. Following the Chief Minister's reply, Speaker Thiruvanchoor Radhakrishnan disallowed the notice for the adjournment motion.
What is the Kerala Women's Security Scheme?
The Women's Security Scheme was launched by the previous LDF government to provide monthly financial assistance of Rs 1,000 to women aged between 35 and 60 years from Antyodaya Anna Yojana (AAY) and Priority Household (PHH) families. This includes transgender women who are not covered under any existing social welfare pension scheme.
